职位描述

BASF is currently building a new Verbund site in Zhanjiang, Guangdong province. Announced in July 2018 and officially commenced in November 2019, BASF Zhanjiang Verbund Site Project would be BASF’s largest investment with up to US$10 billion upon completion and would be operated under the sole responsibility of BASF. BASF Zhanjiang Verbund site would ultimately be the third-largest BASF site worldwide, and will be built into a role model for smart manufacturing and sustainable production by utilizing the latest digital technologies and applying the highest safety standards.

Main Task

1. Be responsible for the implementation of EHS policy, procedures and BASF Responsible Care codes of the site to ensure compliance and safety maintenance execution.
2. Develop and update relevant site static work instructions and/or manuals based on EHS laws, standards of China and BASF company EHS policy and regulations.
3. Ensure training and compliances of safe job procedure, work permit system, EHS guideline, local and international rules and regulations to BASF team staff and contractors.
4. Cooperation with production, plant maintenance and safety departments, lead or support to identify unsafe conduct and conditions, risk assessment, accident/incident investigation, reporting, etc. always ensure the employees and contractors in the safe work environment with proper PPEs, tools and facilities with safe job method.
5. Support the EHS review during operation, change implementation and project, collaborate and conduct process safety review, PSSR etc. with stakeholders.
6. Develop and coordinate site static equipment maintenance management strategy and processes as well as its contractor's strategy.
7.Work together with asset management and 1st line maintenance team to develop the site static equipment preventive, predictive, corrective maintenance life cycle plan and short-term periodic plan as well as effective inspection & test regime.
8.Leading and coordinating production, maintenance and reliability engineers, reliability center to define, evaluate, predict, improve, and validate site static equipment reliability metrics via various programs and activities.
9.Develop site static equipment TAR plan and repair method statement, train and improve technicians and contractor skills in maintenance activities.
10.Develop the strategy for maintenance activities, such as resource planning, work method statement, job safety analysis, material/spare parts preparation.
11.Manage static equipment maintenance in mechanical workshop, always ensure qualified workshop service and site effective service.
12.Develop the team's training matrix and training procedure, coach and delivery the training to team member, promote the static engineers, technicians and contractors’ capability and skills.
13.Act as technical expertise for static equipment management, coordinate direction and strategy in plants static equipment technical management with asset management team and 1st line maintenance team, to ensure high standard of reliability and integrity for all plants static equipment and systems.
14.Provide technical support to plants by assisting in RBM & RBI, root cause analysis and resolving static equipment problems and bad actors, reviewing operating procedures, and assisting in operation, identify and mitigate the threats to site availability.
15.Establish and provide technical assurance for static equipment by maintaining KPI’s, reviewing processes and MOC, support to inspection program and improvement task forces & activities, set static equipment overhaul and acceptance standards, also provide in time effective and expertise static equipment technical advisory service based on demands.
16.Support project manager on static equipment for cost forecast & check, change control etc., join the negotiation & ITB with contractors, balance during bidding as well as relevant claim management, ensure right basis for project execution on static equipment.
17.Support static equipment commission and start up to develop procedure, plan, resource management as well as participating the field activities in field check, inspection, and pressure test review.
18.Act as consulting function in area of expertise on static equipment with e.g. EPC-contractors, assumption of tasks in external panel of static equipment experts in projects on behalf of BIG.
Reliability Engineering during project phase.
19.Provide technical support to reliability engineering in project phase to implement reference study, critical static equipment FMEA, develop equipment care and spare parts strategy via reliability methods.

任职要求：
What we expect

- Bachelor's degree and above in mechanical engineering;
- Above 15 years’ experience in the static equipment discipline;
- Profound Knowledge in petrochemical/chemical field & central maintenance and its methods, program management;
- Familiarity with the basic investigation tools and techniques like RCM, RBM, FMEA is an added value;
- Good Management Disciplinary skills to handle multiple teams and driving a continuous improvement process;
- Strong Leadership skills;
- Fluency in English, both verbal and written.
